MAKEDEV works only in the current directory.  (This is intention, it
should be possible to create device nodes outside /dev, e.g. for
testing.)

MAKEDEV does only accept pseudo-names for the devices.  Look into the
script if you don't understand what i mean.

There's no such device as tty00 (even though MAKEDEV does accept this
name, for historical compatibility).  It used to be the same as ttyd0
anyway, so now only the latter has been retained.

The corresponding callout device (preferable device for use when
calling out with a modem program) is /dev/cuaa0, btw.
