Subject: telneting from ibm rt to 386bsd doesn't work

I haven't been able to get 386bsd to accept telnet connections from an
IBM RT/PC running BSD 4.3. It connects the the machine, but 386bsd
never sends a login banner. I can telnet the other way around.

It would be useful to have this working, since the RT is my roomates
computer. BTW, the RT does have an AFS (andrew file system) kernel, but
that shouldn't affect telnet.
