That looks a lot like a /tmp writes problem (the latter problem, that
is.)  Hopefully the rights on /tmp should look something like this when
you're done:

drwxrwxrwt   3 bin     bin        512 Oct  5 15:46 tmp/

Maybe you have something more like...

drwxr-xr-x or such..  As for the arplookup -- I would not be qualified
to say, other than that I've never had that problem ;).  Could you post
the outputs of netstat -nr, netstat -ni, and arp -a?
