You need to set the environmental variables XNLSPATH and XKEYSYMDB.

Put the following lines in your .cshrc file.  

setenv XNLSPATH  /usr/X11R6/lib/X11/
setenv XKEYSYMDB /usr/X11R6/lib/X11/XKeysymDB


I don't know the sh (or bash) equilavent.
