   Nopes, gotta recompile.  The TIMEZONE keyword is what you want to
   change...

Depends on what you're wanting to change.  You need to rebuild the
kernel if you want to make your PC's real-time clock stay at the
correct local time while running NetBSD.  If all you want is to have
the correct local timezone, set your clock under NetBSD correctly, and
you don't care what the hardware clock is off by, then link the
correct timezone file in /usr/share/zoneinfo to /etc/localtime.

It won't make a difference on the things you asked about.  Whether you
want to run it, or not, is up to you, but these issues don't effect
that.
