pcvt will do both of these I'm pretty sure.  Check the mailing list
archives for more info.  A new release was put out a while back too...

Nopes, gotta recompile.  The TIMEZONE keyword is what you want to
change...

Depends.  current is on the bleeding edge.  It's not even guaranteed
to compile on a given day.  I wouldn't run a production machine on
it without really knowing your stuff.  It does have all the latest and
greatest features tho.  If you can afford headache and have the disk and
time to upgrade from 1.0 to current, it's worth it (speaking from
i386 experience here).

I don't want to sound like I'm putting current down, but it definately not 
for the weak of heart...
