The boot floppy (and perhaps the root floppy for an off-line
installation), floppies/root.flp[.gz].

The bindist.  dists/bin/bin.*, i think.

It's also a good idea to fetch the kernel source, dists/src/ssys.*

If you want to run X, parts of the xfree86 distribution.

If your machine is going to be connected to the Internet, all you need
is the root floppy.  The remainder can be ftp'ed by the installation
program directly.

Most further applications are "packages" and do not appear in the
basic distributions.  There should be an INDEX file giving you a terse
overview.
