Packet mode is normally auto-detected based on the reception of the
`magic' PPP (HDLC) string.  If this autodetection doesn't work an you
have to turn it on manually, i suspect you've got some problems with
your line, modem etc.  Perhaps the modem doesn't use hardware flow
control and generates ^s/^q?
