Ummm ... sounds like ppp isn't configured into the kernel.  Type `ifconfig -a'.
If there's no ppp interfaces, then you need to build a new kernel with
a `pseudo-device ppp 1' entry .. the count is the number of ppp interfaces
the kernel can support.
