use tip -speed phone, ex: tip -57600 phone

and make sure you have tip<speed> in your /etc/remote, ex.

tip57600|57600 Baud:dv=/dev/cua00:br#57600:at=hayes:pa=none:du:

make sure you have unix14400 in /etc/remote (I don't think this is part 
of the default), and check dial14400 (I assume unix14400 will point to
dial14400), then check the device which is specified in dial14400.
