With good reason. Doing so generally involves sending the root password
in the clear over the network, which is just a Bad Idea (tm). It's
nominally better to login as you and su, but even that is poor.
Use kerberos or somethnig.

You can mark ttyp* as secure /etc/ttys and it will let you login.
But don't do this. Find another way to fix what you want to fix.
