Nope, the PC-Lisp out there only includes an interpreter and not a
compiler.

A little more information, since some of you may be interested...
The PC-Lisp pack out there only contains the MS-DOS executable, not
the source code.  For the source, you have to send $15 to the author.
You can ftp the zip file from ucdavis.ucdavis.edu in the /pub
directory.  It's called pclisp30.zip, I believe.
