Yes, it can... You need a word `crtscts' in you /etc/ppp/options
BTW, I hit the same problem using Norton PC Anywhere from DOS --
uploading was alright, but downloading was hanging the computer;
setting a hardware flow control (RTS/CTS) helped me there...

Read pppd's man page for more.
