The Pine distribution has imapd. Qualcomm has a popper as you mentioned
and I also found one at ftp.ucdavis.com. The UC Davis version is a
modified version of UCB popper that they are now calling pop3 version
2.0.

It needs some small changes to compile under BSD/OS 2.0, since the recent
BSD releases have been ANSICified.

I think I defined ANSIC; commented out definitions for malloc and
realloc; and casted a malloc assignment in the source code.
