I had the same (or a similar) problem when trying to install from CD-ROM:

With a minimal system: no network, sound, or modem installed.  The only
things being: Stealth 64 Video VRAM, BusLogic 946C, Micron Millenia P120.

With a minimal CONFIG.SYS and AUTOEXEC.BAT: BusLogic ASPI and MSCDEX

When I run install.bat from the CD-ROM, It loads for a little while (about
2-3 seconds), then the machine crashes (immediate cold boot)

The failure also occurs with a full system.  EXCEPT, Emm386 gives a protected
mode violation instead of the machine crashing.

Booting from floppy and then installing from CD-ROM works okay.
