you didn't read the 'README' eh ?
thou have to create a 'nls' directory in let's say /usr/X11R6/lib/X11 
(or where-ever your $XNLSPATH env-var points) and copy the provided files
from the contribution-included nls-dir there ...

p.s.: it works with 1.1.5.1 (using the patches from brian ellis ;)
