I think it is relatively accurate to say that it is not AT&T but the
U.S. government which is expanding intellectual property monopolies
outside USA as well.  But I also think there's a propagating effect,
ie. if AT&T expands the int. property monopolies the U.S. government
will pressure othe countries to do the same.
