In /etc/ttys, you'll notice that the consoles can be secure or
not-secure.  By making them not-secure, it will not allow you to enter a
single-user shell w/out knowing the root password.

However, you also must disable floppy booting as well since someone
could place their own Boot floppy in the drive and mount the disk.  This
must be done in the CMOS.
