It sounds to me like your modem is set to AT&C1 or in other non-HAYES
words to pay attention to CARRIER DETECT. I experienced this problem
while getting SLIP to work on my system. All I had to do is issue a 
AT&C0

What this does is tell the modem to assume the presence of carrier
detect.  This can cause other problems like forcing YOU to manually
hang up the modem after you are done with your PPP conection. I just
have a script call up kermit & have it hang up the modem w/ ATH.  One
other thing you may have to do is send a AT&D0 so that when you exit
kermit the modem does not hangup the line as mine did.
