Yes, yes I got the same problem!, have noticed anything peculiar with getty after you
kill pppd on the port?. My getty never came up again to the IW state it was just alternating
between S and R and therefor consuming a couple of second per minute.
I did send a news to bugs@freebsd.org and to one of the comp.os.386 groups, I even got
two answers from the newsgroup one that told me to check that I didnt handshake by XonXoff
and the second asked me to check some S-reg on the modem. Well, the answers didnt
give any new clues, they were basic configuration stuff, our problem is of course a bug in 
either the ppp stuff or the kernel (or a combination ;-)).

Sorry that I dont have any answers to Your problems, I just ran out of options to test.
I never managed to get it work!

Well there is one more thing to be said to prevent postings from people who uses their
machines everyday calling up and connecting by means of FreeBSD and PPP, I never
tried this configuration, I had to test MS-DOS+WINDOWS+PCTCP for company wide usage
and just used FreeBSD as the server to call
