Indeed, that is what I meant.  Sorry that this was not so clear from my post.

(it seems that this aspect of billing is much more government-regulated in
the USA than it is in Europe.  over here, the telephone company offers
service at pricing it decides, which only have to be "approved" by the
government.  when a good motivation of the cost increase is included, it
will always be accepted (as recent history shows, unfortunately...)
the flat rate went away with the advent of computers and modems, some 10
years ago)
