I use a csh script like the following:

#!/bin/csh
setenv XKEYSYMDB /usr/lib/X11/XKeysymDB
# The following from Version X11R5 not X11R6
setenv XNLSPATH /usr/lib/X11/nls
netscape $*            

Note also that you should have the XKeysymDB and nls directory is the
above locations or make corrections to the script for your own 
specific location.
