Well, I had this problem, but was able to find a solution for it.
Setting $XNLSPATH to /usr/lib/X11/nls is not sufficient, if nls
doesnt contain anything.

I basically found these libraries and put them in and Netscape can paste.
My /usr/lib/X11/nls looks like this:

$ pwd
/usr/lib/X11/nls
$ ls
C               ja_JP.mscode    ko_KR.euc       lt_LN.bit8      wr_WR.ct
ja_JP.jis7      ja_JP.pjis      local_im_tbl    nls.alias       zh_CN.ugb
ja_JP.jis8      ja_JP.ujis      lt_LN.bit7      nls.dir         zh_TW.big5
$ 

Incidently, I had trouble finding them, but eventually took them off
an old CD I had (of FreeBSD 1.0 and XFree86 2.0).

I am sure there is probably a better solution, but at least this one works
for me.
