If this is done as a group split, with one or more subgroups forming
under comp.unix.bsd, you won't have a propagation delay, unless
somebody upstream changes their sys file entry from "comp.unix.bsd"
to "comp.unix.bsd,!comp.unix.bsd.all".  Since it's part of comp.unix.bsd,
which you already receive, you will receive the new groups.
