One problem is that you probably need to initialize the modem. I haven't
found a 'right' way to do this but on boot-up, I had a forced call-out
which caused the modem to be properly set. Some modems can be locked to
a particular speed, etc. but mine wouldn't do this faster than 9600.
Now I have a fax program that sets up the modem on that line. Too bad it
doesn't do faxes well.
