I have run into exactly this error. My machine is a HP Vectra 486/SX.
FreeBSD 1.x installed (almost) fine.

I'm told the error might be in the floppy driver. Since I have 2.0 working
on another system and am supping regularly, I built a kernel for myself
with a higher number of retries in the floppy driver in case of error.
Booted the thing and the number of the error messages were even more.
I just supped the kernel sources again last night - no change in the
floppy driver code.

I'm now thinking of making a bootable floppy that runs the real init and
a shell to see if I can mount the hd and muck around.

Peter Dufault <dufault@hda.com> says he overcame similar problems by
using another floppy controller. ;) You may want to try that.

I don't have an extra floppy controller, so if all else fails I'll be trying
NetBSD instead. The machine I'm installing on is intended to be the smartass
sendmail for my site, so either BSD is fine. (I prefer FreeBSD tho. ;)

Good luck. And if you fix your problems, please do tell how.
