I seem to have a problem with my FreeBSD RElease 2.0

I just switched to FreeBSD from Linux, mostly because I find linux 
inconsistent, and someone suggested that I should challenge myself and 
try FreeBSD. :-)

The root can execute anything runnable on the system, but other users, IE 
my additional account, seem to have problems.  The most irritating is vi, 
any account that is not root can't execute it.  I get an error message 
pertaining to not enough access or cannot find log.dm.  (Sorry that is 
not a very precise description)  What access levels and groups do I need 
to give my additional nonroot account(s)?

Several other files that have rx permissions to user, group, and other 
seem to have the same type of problem.  I usually get an unable to locate 
filename, unless I am root.  I am sure it has something to do with 
security configuration, but BSD seems a little different to Linux in 
assigning groups.  Linux is command line, and BSD seems a little harder 
to master.
Any help appreciated!
