From the Hurd FAQ:

: Unfortunately, at this time there are no (known) free,
: redistributable Unix single-servers.  The OSF/1 single-server
: is commercial.  The single-server from CMU requires an AT&T
: source license, since it uses the Berkeley kernel; with the
: resolution of the AT&T/BSDI suit, it may be starting up again,
: one way or another.  Johannes Helander (jvh@cs.hut.fi) hopes
: to replace the encumbered Net2 pieces with cleared BSD-Lite
: pieces whenever that distribution comes out.

Now that BSD-Lite is out does anybody know what else needs to be 
done for a free server for Mach?
