Link the appropriate file from /usr/share/zoneinfo to /etc/localtime
should help you a great deal.
e.g.
cd /etc
ln -s /usr/share/zoneinfo/CST6CDT localtime
Perhaps you even have posixrules ?

If this doesn't work, try setting the machines time with the CMOS setup.
