At least you have the mouse on the right port...

What finally worked for me was setting the mouse baud rate to 1200.
Don't know why MS Windows likes to run its mouse at 9600, but that's
for Microsoft to know and me to ignore.

Then, there's always the physical factors, like making sure your mouse
is clean and dry and healthy, especially the ball inside it.
