How do I use tip under FreeBSD 1.1.5.1?

Under 1.1, I do "stty -f /dev/tty01 clocal" before running tip
and all is fine.  Under 1.1.5.1, this seems to have no effect;
"stty -af /dev/tty01" says "-clocal".

If I do the stty while tip is trying to connect it works, but that
doesn't seem like a good solution.  What's changed between 1.1 and
1.1.5.1?
