I believe all this is already included as a standard part of
NetBSD-1.0.  NetBSD-1.0 also has smart PCI autoconfiguration (where it
asks the PCI device what its configurations are).  Keep watching
comp.os.386bsd.announce in the next few weeks for NetBSD-1.0
announcements.
