	Have you tried enabling the getty in /etc/ttys and then doing a
shutdown -r now?  I've had problems with kill -1 1 myself.  Which of the
three inits are you using?  

	If it doesn't work after a reboot and your devices are 
ttyd0 maj 28 min 0 
cua0  maj 28 min 128

Then I don't know whats wrong.  It just works for me.
