Yes, you are right, this is before loading the kernel.

I'm afraid I'm barking in the dark, but is your memory recognized to
your BIOS?  I mean, the "Testing memory....4096k\nHit <DEL> to run
setup" sort of message you see *before* anything from DOS or FreeBSD
shows up, will that thing go up to 24576 KB?

I had a faulty motherboard before that didn't recognize anything
beyond 16MB....
