No, they aren't at all contradictory. Lynne described herself as a
_writer_, first and foremost, with respect to this. The annotations are
huge (map.c's annotations were described by Lynne as "I've read _novels_
that were smaller") in their own right.  They are in a sense, books. It to
me makes sense to release the code and the "books" under different types
of copyright.
