Yes, there is a way you can get all this... you can write it.  Let us
all know how it goes.

NetBSD-1.0 (and I assume FreeBSD is similar; I can't comment on Linux)
provides all you need for the groundwork of your project:  a fully
functional and well debugged PPP implementation.  Your task is to add
all the stuff to make the on-demand things work.

I don't see any reason why you'd have to dig in the kernel to make
this work.
