Ah, but does it have to be at the beginning?  I've had very pleasing
results with a script that ran down the entire source directory and
moved the first comment found in each file to the back end of the file.

That way when I'm working on the source, I don't have that pile of
lawyer droppings in my face.  In fact, most of the time I don't see
it at all.

One wonders if these same lawyers believe that a novel needs a copyright
notice on every page, or whether once per chapter would keep them happy.

You can lead a horse to water but you can't make him read the fine print.
