I think you're being needlessly complicated here.

The GENERICAH kernel contains drivers for multiple disks -- That's a good
start.  In addition to that, the cpio floppy contains a sufficent number
of utilities to enable you to disklabel, partition, newfs and mount 
filesystems from the second disk (I should know;  I've done it often 
enough! :-)

Thus, the easiest way to install FreeBSD on two disks is to go through
the installation procedure as-per-normal, then, after installing the cpio
floppy, disklabel disk 2, use mknod to create entries in /dev for the
partitions on the second disk, mount a filesystem from that disk onto
/usr, then continue the installation from there.

To expend any more effort than that on the task seems a bit extreme,
and a bit unnecessary.  Life is simple;  why make it complicated?
