I found the problem:

The Problem is with the 'pppd' that comes with 1.1.5, I tried
the pppd that comes with 1.1 and everything works fine, same dial and
startup scripts everything just a different pppd. Anyone know what
exactly has changed between the two versions? I would like to be up to
date, using the latest, but if I cannot figure out what I need to do differently
I will have to make sure I keep an 'old' pppd to use. Any Advice would
be appreciated.
