Is your board an Intel one?  I have an Intel P5/66 that Intel claims
emulates the 16553 comm controller.  I have been unable to activate
the fifo, however.  I had to install a comm card with a 16550 on it
to get acceptable performance with OS/2.  Maybe your problems are
similar.

I have FreeBSD, but will be installing it on my 486/66 EISA at home.
