   The README for the packages sets says to unpack the packages by:

	   cd /
	   tar xvzf package-to-install.tgz

No it doesn't!  It says to unpack the *package installation software*
like this, not the packages!  You're supposed to use pkg_add to
install the packages, as it more than clearly states.
