It seems something on my system has decided to go out on me and now whenever
Itry to ping a host I get 
ping : socket: permission denied

When I try and telnet to a site outside of 129.120.0.0 (I am 129.120.107.70)
I get 
No route to Host

As far as I know I have NOt changed anything in the past week other than
adding a few new users. If anyone has any suggestions as to what might of
happened please let me know.

I am running NetBSD 0.9 on a 486/50 with 32 meg of ram.
