I had a similar problem on my FreeBSD-1.1-RELEASE system after i had 
switched from FreeBSD-1.1-current(dated 14 April 1994) to RELEASE.

I had a good runnig system when I decided to change my seriel card.
I had configured my it wrong, so the kernel could not find the
seriel devices. Therefore getty tried to access an nonexistent
line and this crashed the system. A problem which had been solved in
-current.

I removed the entries in /etc/ttys and the kernel booted just
fine. With the correct configured i/o-card I reenabled getty and
everything works again.

There still exists another problem with uucp.

As a temporary solution I had to change 
chat "" ATZ\r\d\c OK ATDT\T CONNECT
to
chat "" ATZ\r\d\c OK ATDP\T CONNECT "" ogin:-BREAK-ogin:-BREAK:ogin: 
in /etc/uucp/dial

to get a working transision from the dial-chat to the login-chat
as defined in /etc/uucp/sys.
