This is true because we (FreeBSD and WC) made a special arrangement
with USL to NOT distribute Net/2 derived code after July 1.  Other
groups need to make their own arrangements since this agreement
only pertains to the above parties.  (Some of them have been asked
to cease and desist long ago)
