I reported this bug to the elm folks a long time ago.  That was when
the 'ash' problems first came to my attention.  The problem was in
'ash' but were easily repairable.  In fact, that was during the 386bsd
days, so I am reasonably sure that those are fixed.  At least, I
haven't had any problems that I could attribute directly to 'ash'.

There was a problem in the Configure script that came with either trn
or innd that was caused by a 'questionable' interpretation of the 'sh'
on some machines.  It had something to do with a for command and the
intervening 'do' on the same line.  While it worked for most shells,
ash would choke on it.  That one got fixed two different ways (the
Configure script was modified and ash was modified).

I use Configure sripts all of the time, and I seldom have any trouble
with them any more.  I haven't linked bash to sh, or anything.

My whole take on this thread is that when concrete brokeness is found,
it is dealt with swiftly and mercilessly.  These general grumblings do
nothing but scare newbies.  Trust me, I KNOW how to scare newbies :-)
