Have you looked into OS/2?  I have never done direct development for it myself,
but I know it satisfies requirements 2, 4, and 8, and with the TCP/IP package for
OS/2, you get 3, 6, and 9.  I don't know whether there's anything that will get
you requirement 1 directly - is there a reason beyond convenience that you need
to avoid device drivers?
