How do I change the system time?? Its way off of central time ;)

You need to link /etc/localtime to /usr/share/zoneinfo/<something>
for your particular timezone, or set your TZ environment variable
appropriately.

Also, how do I set it up so local users can use the talk command
it has a problem connectiong or something.

It should work - is your hosts file and everything set up correctly?
