You should have no problems running 1.0 binaries on 1.1.  The only
difference is that 1.0 binaries are all statically linked, so you won't
get the advantages of shared libraries with 1.0 binaries, while there
is absolutely no reason not to run 1.0 binaries on 1.1.  (FYI: I only
recently got rid of the last 386bsd+pk0.1 binaries that I was running
;-)

We are trying to maintain the greatest degree of binary compatibility
possible for new versions of FreeBSD.  We realize that people have a lot
of existing software, and will want to run their old binaries when they
upgrade.  This is also one of the considerations which will be foremost
in our minds during the move to a 4.4BSD-Lite code base (which will be 
underway soon).
