It's copyrighted, but for universities and non-profits, it's available
for free from ftp.acns.nwu.edu.  There are restrictions on
distribution of modified versions.  I don't know about availability
for individuals and companies, but contact information is available in
the same place.

The program is very bare-bones (no remote configuration, only RIP for
routing, only supports a few cards, some of which are no longer made)
but works well.  It does ethernet or slip.  It's written entirely in
8086 assembly, if you can believe it.  At one of my previous schools,
they had an un-air conditioned closet full of monitorless,
keyboardless, one-floppy 8Mhz PCs routing for half the campus.
