Maybe you didn't find it, because you looked for os-bs instead of osbs ?
Anyway, the latest os-bs release I know of is osbsBETA.exe, which may
be found for example on

ftp.uni-duisburg.de: /pub/pc/misc/osbsBETA.exe

This is a beta release of os-bs v2.0.
